According to the DILG-BLDG’s Guide on the Review and Endorsement of LGUs’ GAD Plan and Budget and Review of LGUs’ GAD Accomplishment Report, one of the institutional mechanisms to monitor and evaluate LGU compliance amongst municipalities is the establishment of an LGU GAD Database. This is also being supported through Memorandum Circular No. 2005-01 in compliance to Executive Order 348 as well RA 7192 or “Women in Development and Nation Building Act”.

As stated in the mentioned Memorandum Circular, “In the pursuit of developing guidelines to strengthen the functionality of GAD Focal Points, there is a need to establish a database of such focal points. The data/information will serve as inputs in determining the kind of interventions to women empowerment and gender equality at the local level. The DILG in coordination with the National Commission on the Role of Filipino Women (NCRFW) shall establish and maintain the database of LGUs GAD Focal points.”

Through the rise of technology, Information and Communication Technologies (ICT) sector plays a big role in our society. ICT projects involve creation of systems that help capacity development of relevant government agencies and their partners to increase awareness. Electronic governance provide assistance in the operations of the entire sector, thus, supporting the part of ICT applications in governance in achieving transparency, support the delivery of social services, and reduce transaction costs through shorter processing time for business.

By age, the proportion of internet users was highest among 18- to 24-year-olds at 86 percent. This was followed by those aged 25 to 34 at 71 percent; 35 to 44 years at 55 percent; 45 to 54 years at 30 percent; and those aged 55 years and above at 14 percent.

With this, the Management Information System (MIS) Division under Provincial Planning and Development Office established and maintains the GAD Website Database for the Province of Occidental Mindoro.

A project of the Provincial Government of Occidental Mindoro, the Occidental Mindoro GAD Database serves as the foundation of all the gender-responsive planning, programming, and policy formulation.

The PGOM database design is suited for students, researchers, government agencies, and concerned individuals in general as they will be able to download the information they need since it will be up on the official website of the province.

The MIS Team will be responsible in the continuous and regular monitoring and updating of the database to make sure that all possible facets of necessary data is covered in cooperation with the Provincial Planning and Development Office.

This includes GAD Profiling, GAD Information, Accomplishment Report, GAD Plan and Budget, Programs and Services and Documentation/Gallery.

Majority of the information will be coordinated to the Municipal Planning and Development Office (MPDO) of the 11 municipalities by PPDO.
